Can I use this 12 x24 frame for a cross stitch which is 16 x 16 inches?

Yes, your fabric must the 24 or less inches on the horizontal, and 12 or more inches long on the vertical to use this frame, so 16 x 16 will be fine.

I also have a 16"x16" cross stitch. Please can you explain how can you attach the work to the frame if its only 12" ?

The edges of the fabric are attached to the frame bars, these are then rolled until the fabric is tight. You then roll it back and forth from the top to bottom bar to work on all areas. Hand held frames are no bigger than 12 inches as we cannot reach further than this comfortably to stitch.
