As the design is rectangular a hoop would need to be moved around to stitch the outer edges, so you could go for a maximum 12 inch size, or use a slightly smaller size which may be more comfortable to hold for long periods.
Stitching on a 10 or 12 count fabric would make the design come out larger, so yes more thread would be required. There is usually a little over, and you may be fine with some colours, but others you would have to replace. Design Works give a DMC thread number as a guide for their thread colours, but they may not be a perfect match, so make sure to use any thread changes in a different section so these slight differences wouldn't be noticable.
